The Arbitration Service may be used by persons with disabilities.
Persons with disabilities are persons who have long-term physical, psychological, intellectual or sensory impairments which, on interacting with attitudinal and environmental barriers, may hinder their participation in society on an equal basis with others (Section 3, Act on Equal Opportunities for Persons with Disabilities (BGG)).
Persons with disabilities may contact the Arbitration Service if they feel a public authority is discriminating against them, e.g. due to a lack of or an inadequate level of accessibility.
By contrast with private persons, associations must pursue arbitration proceedings before taking representative legal action (Section 15 (2), BGG). The precise conditions are standardised in Section 15 of the BGG.
